Dont worry she's probably not using the phone to run a server or to stream HD content so she'll be more than fine with the speed provided. Those speeds exceed the needs of twitter, fb, yt, navigation or any other use your sister will be giving to her phone. Cheers

I can speak personally that I had no issues with the lockscreen buttons. If your problem persists I'd recommend the classic solution of going into recovery, wipe dalvik, wipe cache, wipe data and flash the latest AOKP rom with the latest gapps. Then try see if your problem is solved. Cheers

did you try entering download mode and using Odin?

I don't really know why modems are different in quality but I do know there are lots to try. There's even a gmap in which users test different modems on certain roms and state what has worked best for them in their home area. You might try this to see what suits you best.

Yeah exactly, right now my carrier supports only 3g through WCDMA 850 mhz which is unabled by default. I´m trying to force this frequency through AOKP but I can´t seem to find how. Maybe task would know better. Thanks!
