This method does not require you to boot into bootloader. It does require S-off, however. Notice the instructions only tell you to boot into bootloader as the last step, simply to verify the unlock was successful.

I believe you misread my post. I said, IF you are S-off you can change CID to a Super CID (all 1's), which will allow you to use phone on all carriers, basically same as SIM unlock.

Super CID If you are S-off, you should be able to change CID to obtain Super CID, which basically SIM unlocks it. I've successfully done it here in USA without a problem; T-mobile phone working on AT&T network without requesting SIM unlock, just Super CID. Sorry I'm still a junior member here...
