Shouldn't really matter either way but you might as well do radio and bootloader first like it shows in the OP, then you can just go right into recovery and flash the ROM.

Titanium Backup isn't restoring any apps for me. I already pointed it to the backup folder because it forgot where it was after flashing, set USB debugging on, allowed installation from unknown sources, and checked that it has access to permissions. Any ideas?
