My friend is having video calling option in dial pad but my one is having text messaging. Again in connection option i have 3G/4G but he is having 3G/4G/LTE.. why it is like that?? My carrier is LTE, but i can uae only 4g?

hi, i got note 8 SM-N9500 from hk. now i'm not getting the option to choose the the type of network. I mean 4G/3G/2G. there is only 2G/3G. again I'm not being able to active VOLTE . plz help me out..?? I'm new so plz tell me in details.
