Do you have a link to download that file for the Titan II?

I believe this is an issue in ICS. When I upgraded a HTC Vivid to ICS, it lost bluetooth voice controls.

Do you have the stock ROM for the Titan II?

Finally after about a week tinkering with my AT&T Samsung Focus to get this update. Now I finally got NoDo!

You need to install the Windows Phone SDK.

Tried this fix a few days ago (Transend 32GB Class 2 36.90 Total/18.72 Available). It does run faster but VERY unstable. Lots of random reboots. Back to normal now.
