I know I sound dumb asking this but do you need to learn any specific language(s) to build a custom ROM or do you just compile from the source and then edit?

What is the difference between Assert-TWRP and regular TWRP? Also, do you ABSOLUTELY NEED to flash the Assert-TWRP if you already have regular TWRP installed?
