Android apps are built not for only one device but for all devices supportive. So its testing in all devices is important to check the UI and cosmetic issues.

Android designing should be done with specific ratio so that it vary with different devices and adjust its size according to that. Try to use weight property, wrap content or match parent. Don’t use numeric value, its static so it is only for your device and in other devices it changes

If you want to learn designing part for android you should learn about XML and its attribute ex: weight property, linear layout, relative layout for more enhanced view. Use neat and clean XML programming otherwise it will slow doing your app.
