I guess you are trying the Myriachan jailbreak? If the device has had a Windows Update from beyond August 2015 then you would have to remove subsequent updates or just clear the eMMC and run recovery from USB before trying to jailbreak again.

Hardly anything working in Safe Mode is to be expected, its not a lock but just a case of the the relevant drivers not being loaded in Safe Mode. You may already know all of this but just in case... As you mentioned disabling secure boot may not be enough however there are a number of people...

I don't believe there will be any modern web browser for RT devices running either Windows RT or the leaked Windows 10 build. Windows RT devices have very little use these days. Even if something got ported performance would likely be pretty bad.

Instead of selecting "Clean the drive fully", have you tried selecting "Just remove my files" instead?

Glad it helped! As for browsers there aren't really any options that I'm aware of apart from Otter which I see you already found. I think new browsers are very unlikely for these types of device.
