This sounds like a similar issue to the 0917 release. You can always roll back to 0910. I havent tried 0924 yet. Will try tomorrow or maybe the weekend (need to be able to roll back, don't have the 0910 image on my phone rn.) Please check here if it is the same issue...

Are there any differences between the chinese and global build if I am just using the firmware/vendor? I know the roms are different (different stock apps, bloatware and no google services) but the Chinese firmware and vendor are updated much more regularily and recently. Running LOS 17.1 in EU...

This is a known issue, All windows phones lock the SD card and format it in an unreadable format. There used to be a list in the HD2 WP7 section with devices that can reformat the SD card. (I believe nokia phones are among them).
