The only way I know to apply this theme permanently is by a 3rd party app called Coffee. I'm using it right now, it works. The app isnt free tho but it's not expensive and the developer could help anyone on Telegram.

I think, if the signal (4g) is weak, every phones struggles and have increased battery usage. Is the signal weak in your area/home/workplace?

I'm sorry friend, I can't help you beyond that. Hopefully someone with more experience could help you solve this issue. The "screen off" uses that much battery doesn't make any sense to me. (and sadly s10e/10/+ forums are separated so you might have to wait for someone to give you better advices...
