Does this rom support different user profiles?

I recently purchased 2 Droid turbos... I used my old nano Sim and placed them in the new phones.. The turbos both only have 3G... in my old phones they would show 4G can anyone help me out? with suggestions?

One more question which of the uploads should I install on my phone? The 10.2 would boot to tell me the setup app wasn't working and nothing further. The one right after that was released after a 10.1 was so laggy and glitch I could nearly get out of the home screen... Sent from my Galaxy Nexus...
