I've found the culprit which causing this, go to "Settings -> Privacy- > Privacy Guard -> Instagram", enable the "Draw on top" , and relaunch your Instagram. My issue solved, hope you solve yours too with this method. Good luck ;);)

Yes, i got the same problem, i discovered what is the culprit, 'permission to storage'. When you enable the app for permission to access storage, it will returns to old interface, vice versa if u revoke the permission. I have reported this issue to instagram, but didn't get any feedback from...
