The opening post says firmware 9.02 but the latest is 9.06. Does it need to specifically be 9.02 or can it be any version after it also?

I tried both this ROM and the Oreo ROM and both had severe WiFi issues. For some reason both would say connected but have little or no actual internet connection. No issue on other ROMs, checked firmware and clean flashed. Anyone else have this issue? Any idea?

Strange. I notice it's not lighting up in TWRP either (switched to official to be sure). I've reflashed open beta 21 from two different sources with the same result and I did a complete wipe before installing liquid (formatted data, not just wiped). Any idea what might be going on?

Nope. No encryption and ext4 for the formatting.
