Seems weird you guys are having issues with the boot sound. My phone has always had a boot sound no matter what stock rom I use. Maybe it's something to do with the custom roms you have? Here's the actual .ogg file from my phone. Maybe it will work for someone.

It's a wav file in actuality so you would have to convert it to an ogg, not just rename it. It's possible the rom you are using does not support wav files and you would need to have a real ogg file. Currently in ICS I am using the ogg file which came with the rom already. I would try renaming...

Check if the phone is on silent or if the system volume is turned down. System volume affects the boot volume.

Strange that you don't have the stock power on sound already, but assuming you're rooted it would go in /system/etc. It may have to be called poweron.ogg to work, but I think both work. The wav file takes priority I believe.
