Was having the same issue using HERE WeGo maps but was able to fix it. Settings > Apps & Notifications > See all (###) apps. Click the dots in upper right corner, Show system apps. Scroll down to Location Services, force stop then clear cache and storage for app. Reboot. Worked perfectly for me...

Unfortunately I can't boot into the phone itself, so patching the boot image won't work with Magisk since you have to use the Magisk Manager app to patch (unless there's some way to do it from recovery or fastboot of which I'm not aware).
