If I understand correctly then in oma tag 1.3.2 is for RK3066 and 1,3 is for RK3188 so whats newer makes no difference to you. You want the RK3188 version for the M9 thats all you need to worry about. Compiling a kernel while would be nice is not as straight forward for tabs without source...
