Make sure there are no apps drawing over other apps. That includes things like Lux that tints the screen. Some security related prompts are not available if any app is drawing on top of them. This prevents the other app from changing what it looks like the prompt is for.

No developers can start on custom P ROMs until P gets released to AOSP. I haven't seen any announcements about that happening yet.
