Another difficult question

Besides the regular internet speed tests, is there a definitive website and/or app that allows you to say for sure that your device is being throttled.? I've been working on this for a week now but cannot find a good and specific answer online. Thank you

I found the keys but they are in Hex format. Even with the usage of a an escape (0x) the wireless card fails to connect using these 24 long passwords. Does it mean they are encrypted? if so how to decrypt.
