I am also in need of a foobar remote. I checked out foobar_control_server, but I think foo_http_control would be more suitable since android has an http library but no telnet library. foo_httpcontrol also has password authentication. You can use browser to control foobar however the ajax interface has some bugs. I think it would be nice to have a native android interface like vlc remote.
If you can help out in any way I would appreciate it. I'm thinking of using something like google code or github so others can participate.
