For the time, you have to disable the automatic timezone and manually set yours. Seems to be an issue in multiple ROMs I've tried. As for data, have you tried flashing a RingPlus APN fix? I believe that I wasn't getting as strong signal (more signal drops) with this compared to stock ROM...

You first have to root your device and install the custom recovery TWRP. Once you get that down, making a backup in TWRP is just booting into recovery and going into 'BACKUP'. Which S4 are you using?
