Before flashing the ROM, do you have to boot to the TWRP img from fastboot or do you boot to TWRP directly? Or can it be either? (Sorry for noob question)

Is there a way to change the color temperature of the display? I can search in settings for "temperature" and it shows "Cool colour temperature" in System > Developer Settings but when I go to Developer Settings, I can't actually find it. Anyone know?
