After look into the logcat. I found there is an error with a file libC2D2.so. I replaced it with the file extracted from another AOSIP rom 10-Gapps-zl1-20200904 to temporary solve the problem.

Same here, I'm using AOSiP-9.0-Official-dumpling-20191222. It doesn't work on Magisk 20.2 and 20.3. I have to failback to 20.1 and it works perfectly for me.

I have a problem that GBWA is always lag and no responding. It'll delay the msg. I think it may be a network problem like wait for timeout. I'm on Oreo 8.1.

There is an APN database on stock ROM. I think it's CSC thing. For most AOSP Rom did't has it. And the APN auto setup by network providers which depends. Some provider did't. That's why you have to set it manually. Tell me when it's wrong. Thx
