Thanks for figuring this out. Is there a way to trick it to think I have 4.1? Maybe change a line or two in the build.prop then change it back after downloading? I had an older version of the app on my phone before I started to update. I should have backed up the APK before I wiped the phone.

Everything is stock except for the recovery. I am rooted. I followed the Downgrade and fully updated stock thread and used RUUs. I have been able to sideload the Dunkin Donuts app by downloading it from APK Downloader and it runs fine. For some reason I can't get the Starbucks app that way.
