In Settings - Apps and Notifications - default Apps or something like this For me there was "none" on messages there...

Is the message app Set as default in Settings? I got that problem and fixed it (IT was Set as default in messages itself but in Settings it was Set to none/blank field. Same for contacts and telephone app)

Oh okay, yeah it's the same but on other roms there is an extended version. Total Silence also disables vibration ob the whole device. Normal Silence only App Vibration (Soft key vibration stays on)
