I tried what coremania suggested. It removed all saved wifi but still the error persists. Because I am not rooted in the end I had to do factory reset. It solved the problem.

to do soft reboot, first go to developer settings and enable advanced reboot. Now "soft reboot" options will appear when you press reboot.

do a soft reboot, it will work. Same as CM14.1
