I followed it multiple times. At last, steps 1, 2, and 3 caused the device to vibrate 3 times. So it worked for me. Thanks for your great documentation. :)

installed an launcher from google play I had the same issue, i.e. welcome logo was animating and there was no any launcher in the phone. Fortunately the wifi was on before restarting the phone. So I installed new launcher from google play, and as soon as the launcher was installed, it launched...
