I thought you were on Twigby? Then the apn settings for sprint and ting will most likely not work... and they are not working since you cannot get LTE service. You will need to get the correct apn settings for your carrier in order to get 4G/LTE. You could try calling Twigby technical support...

Try flashing this zip. It is the gps.conf file taken from stock Sprint N900PVPSEPL1 software (the latest version). It worked for me. gps-fix-sprint.zip
