It´s a driver problem in your windows OS, go to settings, system, about system, info system, device administrator, and go to android Phone. Change or update driver, select one in your system, select one of a list, and choose adb driver. Works for me.- teto78

Ok, you have stock pie, haven´t? stock pie only roll out for India and Bélgica so I don´t know if ROM have all 4G bands and if it are same in all countries, i think that no. Custom ROM like Pixel experience have PIE and work all well...- teto78
