Reflash the latest radio and bootlaoder in fastboot. I had same issue when restoring a backup. I tried everything I could think of before doing that, but that's what fixed it for me believe it or not..

It has nothing to do with the boot.img and everything to do with flashing the userdata.img. To correct the issue avoid flashing the userdata.img and cache.img or if you already did that you can do the following: Boot into STOCK RECOVERY (MUST BE STOCK RECOVERY. NO CUSTOM RECOVERY) Clear cache...
