Same exact situation (except I'm using a Droid Turbo). Lockito was running flawlessly last night. I changed nothing. Tried to do it again this morning, and I get the same problem (my GPS keeps flicking back to my real location for 1 second, every ~4 seconds or so).

You're right. The inability to boot happened when I flashed SuperSU.

Welp, 5.17 CM 13 nightly is working. So uhh, I'm no expert, but I'd say don't flash the 5.19 nightly if you want to be able to boot your OS. Edit: same thing happened on 5.17, but only after I flashed gapps, and SuperSU. I'll try to find which one is causing the problem.

So I did the above steps, flashed the latest CM 13 nightly. When I rebooted, it just displayed the blue CM logo (with a loading animation) for 20+ minutes/indefinitely... I recovered my stock, But it only took <5 min to initialize. What is happening / why isnt CM 13 working?
