I've tried going back to stock then loading twrp flash a-b partitions, factory/wipe data/cache/dalvic flash lineage 17.1 reboot to system, reboot to recovery factory/wipe data/cache/dalvic flash gapps and reboot to system. I can get into lineage 17.1 but all google apps playstore etc get stuck...

lineage 17.1 I can't get any of the 3 gapps files to work I downloaded v10 pico nano and micro and I just get stuck with a checking info loop any suggestions how to fix

Upgrading I want to try and upgrade from lineage 16.1 to 17.1 do I just format everything and flash the new version, gapps and magisk all over again

Yes it works great I have the T-Mobile Revvlry plus xt1965-t I installed lineage 20200130 and I have no issues volume is amazing even in calls, camera is great, no network or blutooth issues and Volte is working

System image I did a full system backup with twrp would it help if I gave that to you for rom building

Sounds like you didn't boot into recovery. I will unroot and then reroot my phone tomorrow and do a step by step video as I unlock bootloader install twrp and root my phone that way people can do the whole process with my video playing. I will post video here.

I hit the power buttom and it went into recovery. I also know you can with the phone turned on plug into the computer open up the ADB command prompt window and type in Adb reboot recovery
