Unfortunately, if my understanding of Sony devices is correct, if the bootloader says it can't be unlocked, there is no known way around that. It is however possible to root without unlocking, there just hasn't been a workaround for this specific device yet.

As far as I know, Sony refuses to answer any questions about bootloader unlocking. They just point you to their articles instead. At any rate, it's fine I suppose. It's still a decent device regardless. All I really care about is rooting personally, as it doesn't seem to want to recognize my PS4...
