Haha. Basically this. If you reboot with the phone plugged in, the motor doesn't stop until the phone boots all the way...or maybe that's just mine? Tested it. Still got static. I tried wiping cache/dalvik as well, but no luck. :(

I'm guessing you figured it out by now, but it is normal. Installing any fresh new rom will typically take ~20 minutes to get past the initial screen on first boot.

The unlock process creates a large number of small partitions on the SD card. I was having trouble getting Windows disk management to open with the card inserted, so I used MiniTool Partition Wizard (free) to remove all partitions from the SD card and create a new single partition.
