To clarify, choose "Cloud Drive" from the menu first,

In the upper right hand corner you click on the three dots and it brings down a menu. One of the choices is "Open link..." Paste the URL and you are good to go.

I got it working by deleting the stock Hotspot app and installing Android WiFi Tethering from here: code.google.com/p/android-wifi-tether. You need to be rooted to delete the Hotspot app. I deleted using Titanium Backup. Sent from my DROID RAZR using Tapatalk
