This same happens to me too. After installing newest ROM phone isn't rooted (worked fine with R78). Wiping and reflashing doesn't help. Flashed SuperSU via recovery and everything ok.

Check if you have "Scanning always available" option checked in WiFI > Advanced. It might help too.
