One of the possibilities is that phone battery is dead.. try to get a new battery and see what happens, you can get a cheap battery (~ £ 5) from amazon to simply test whether this situation is caused by a bricked phone or a dead battery.

Generally there will be no changelog for a small update. All I can find is that update yesterday was for the version from Hungary Link here

Yeah this happens to me occasionally, I cant find a better solution to this but removing battery or waiting for 2-5 min. Android 5 is coming in 2 weeks hope this issue would be fixed and overall performance for S5 mini would be improved.
