I did as it is said by androwide the command prompt is stuck at waiting for any device when I give fastboot devices command

Update the fastboot driver in your PC/laptop.

No. Bootloader doesn't need to be unlocked. When you connect your device to PC in fastboot mode, what do you see in device manager?
