I don't think 81MHz is the problem here. I'm running b44-t3 since yesterday with 81MHz set as FREQMIN, and nothing stuttered so far. b44 "final" (the latest version) has stuttered for me both on 81 and 192MHz. The problem seems deeper than this...

Using the stock phone app dial *#*#4636#*#* it will automatically go to a menu when you press the last *. First option then scroll down you'll see a select box, probably says WCDMA preferred, change it to GSM auto and see if that helps. More info ...
