Just brought a HTC one M9 off eBay, its in excellent cosmetic condition, i'll get the basics out of the way quickly, it is already S-OFF, super CID, 401 WWE edition firmware, but the bootloader is locked, now I am very used to HTC one M7s and M8, ...

If you can boot into download mode, I'm sure that you can still unlock the bootloader with the proper key/unlock_code.bin, and then see if you can flash TWRP. Then restore a stock backup which you'll find in Flippy's ReadMe thread.
