I'm being dismissive because I'll stand here corrected. Flashing via fastboot might work. My only advice is there are too many supported devices out there with fully working TWRP and many ROMs to play with. Since you haven't purchased the p3a yet ...

They're not SIM locked, but they are bootloader locked. I may try annoying Verizon and seeing if they can downgrade my phone. They probably won't do it but it is worth a shot.
