Was a bug ever filed for this? I have the same. Issue. Cannot get it to change and save the static ip I'm not sure when it changed but I noticed recently that on the current update it's fixed for me. I'm on Android 9 Pie. The exact build number...

I assume I can just extract recovery.img and android-info.txt and add the line 'erasepartition: devinfo' to the txt file, delete all of the lines eraseonflash, then zip it up and follow the instructions on the 1st page? I'll just say, thank you...
