Magisk manager does not have storage permission and permission cannot be enabled which leads to not able to install/download any modules inside magisk
Just reinstall the MagiskManager apk....

Hmm, thats weird. There is no module specified. Which is on other hand good because it's not caused by rmnet_perf.
I would try different kernel....
