Have you tried inspecting the logcat output? With the tools provided in the Android SDK, you can either view that output from the command line: adb logcat or use the DDMS GUI.

Maybe I'm being stupid, but why don't you remove the (micro) SIM card? Doesn't the phone let you take it out? It's often possible to dial an emergency number even without a SIM card (depending on country/network).
