This is incorrect. I just RMA'd my Pixel XL to Google that I bought from Verizon (purchase plan) due to it shutting off after it hit 15% battery ...

You may have not been using version 1 of Towel root...
A sim pop is how I got my Google Pixel to work with Verizon... I'm not sure who OP was speaking with at Verizon when they had trouble but it should not needed to be added by IMEI unless this unit was originally turned in as a bad unit via warranty...
Verizon doesn't lock down Google Store bought Pixels. I had my Pixel on Verizon for months and never had an issue.
If you phone IS malfunctioning in any way (cannot unlock bootloader), you should have no issue getting a replacement from Google.
