How do I get accesss into this directory?

Recently I wanna change my IMEI and need to go to this directory on my moto G4 but I couldn't.
So if you guys know how to get into this directory I'd be so grateful

I think you will need to root the device in order to change it. But why do you want to change it if I may ask?
