The first two are incremental OTAs, which were pushed to my phone 1 and 2 months ago. I manually flashed my phone with OPR6.170623.013, and Google just pushed an update to OPR6.170623.019. However, the update to OPR6.170623.019 is a FULL OTA rather than an incremental OTA. It is worth noting that my phone automatically checked for an update at 1:45 AM PDT, and no update was available. I manually checked for an update at 2:20 AM PDT, and the .019 FULL OTA was available.

Why is the OTA .019 and images that Google posted today .017 ? This drives me nuts and how sloppy Google has become with the Nexus.

Could be that .19 may be carrier specific, whereas .17 is not (example Verizon and everyone else).

Just a guess.

I updated to 019 the other day (OTA sideload as Google never offered it to me). Tried to sideload 017 just now, got error 7. I'm on T-Mobile, stock, locked, no root. I checked the hash, download was fine. Anyone else? Solutions?

.17 is likely an older build date as defined in build.prop file. The OTAs won't allow downgrade.

That's exactly what it was. Just tried it again and actually read the screen this time. I'll wait until next month. Be nice if Google would have some consistency in what they are offering up, especially when their security update is late when news about a vulnerability like BlueBorne breaks.
