Sorry for the noob question...

Is the best policy to wipe, flash and restore for every update or can I just flash r10 on top of r9?

nope all those remain intact. wipe cache and dalvik cache and you'll be set. if you get FC's fix perms and that's all i ever do. Only need full factory wipe when going between roms unless he makes some major changes.

For those with the 'crash on Market download issue', could you try 'clearing data' in Settings -> Applications for the Market / Vending app?

On market i can only delete cache
on market feedback agent I can delete both data and cache

which one I have to delete?

I have also another issue, often it show crash on "com.google.android.googlequicksearchbox"
