Yes it is but beware this doesn't solve the problem of not saving the images you take after a couple of hours.

Sitrep: switched to AOSiP 10 (20191012 build), never had a single RAM management issue since. Not sure if it's because of clean flashing the ROM, switching to f2fs or whether it's the ROM that has some fixes. But, well I'm a happy man now :D

To my shock, it appears that the October security update didn't fix this issue. It may have taken more uptime to occur but it is still there. I think at this point I'm better off switching back to Android Pie custom ROMs.
