    OEM unlocking toggle in developer options refers to the bootloader unlocking, not carrier unlocking. They are 2 different things.     You likely have a Verizon model and their bootloaders can't be unlocked. The IMEI check likely refers to it being carrier unlocked, not bootloader unlocked.

    Don't install TWRP. You cannot have TWRP and Magisk installed together on Android 11. Just fastboot TWRP to use it but do not install/flash the TWRP zip.

    If you have the BLOD you should flash the workaround zip from this thread in TWRP after flashing the rom and before booting. Anytime you change/update rom or recovery this will need to be flashed last to patch everything so it will boot...
