Flashed new firmware and did a full wipe. New firmware rendered SuperSU unusable, so I couldn't restore Titanium Backup. Had to reinstall SuperSU (even though it was installed already). But after all of that, the wifi problem went away. Thanks for the help.

One thing you may want to try as an interim solution is to freeze the car panel application. I have My Backup Pro doing just that now for my evo running Classic Rom. If you have the paid versions of My Backup, or Titanium Backup, you can freeze apps. Don't know if it'll help in this case, but...
